    Restrictions.

    Except as otherwise provided for herein, no sign shall be erected, posted, painted or otherwise produced, changed, reconstructed in whole or in part, retained or maintained within the City of Live Oak without first obtaining a permit. The City is authorized to charge a fee for issuance of sign permits in accordance with the City's Fee Schedule adopted by the City Council and as amended from time to time as necessary.

    9.2

    Requirements.

    A sign requiring a permit shall be inspected annually by the appropriate staff official or his duly appointed agent, assistant or deputy to insure compliance with the provisions of this ordinance and other relevant city ordinances. Additional inspections may be conducted at the discretion of the appropriate staff official during the term of the permit to enforce the provisions of this ordinance.

    9.3

    Issuance.

    (1)

    A permit shall not be issued when:

    a.

    An existing billboard sign is in a deteriorated, unsafe or unsightly condition.

    b.

    A sign is not in compliance with this ordinance.

    c.

    A sign is proposed for construction in an area not zoned for such a sign.

    d.

    Authorization of the property owner has not been obtained.

    (2)

    A permit shall not be required for:

    a.

    Displaying street numbers.

    b.

    Political signs.

    c.

    For sale, for lease/rent signs.

    d.

    Simple routine maintenance, adjustments, replacement of light globes etc., on existing signs.

    e.

    When a sign has been damaged by fire, windstorm or other causes, immediate work may be done to prevent damage to property or hazard to persons, and to this extent only. Notice will be given as soon as practical to the appropriate staff official.

    9.4

    Fees.

    a.

    Sign permit fees shall be charged in accordance with the Fee Schedule adopted by the City Council and as amended from time to time as necessary.

    b.

    Billboard sign permits shall be issued on an annual basis and will expire one (1) year following their issuance. Applicants shall apply for an annual renewal permit. Such billboard sign permits and renewal permits shall be charged in accordance with the Fee Schedule adopted by the City Council and as amended from time to time as necessary.
